    Reporting to the Senior Manager, Business Partner Procurement, the Senior Advisor, Strategic Procurement drives expertise in strategic sourcing with a category management framework, developing powerful supplier relationships.  The Senior Advisor holds the most senior position responsible for leading complex, high value procurements on behalf of the RCM. Through demonstrated leadership, influential business and financial acumen, the incumbent will solve complex issues daily to ensure the execution and delivery of positive outcomes on projects that drive bottom line improvements for the RCM. The Senior Advisor is also required to assess current and future business sourcing requirements with the business and to utilize this information for planning and approval purposes. 

    Essential Duties and Responsibilities:

    • Leads the strategic planning for procurement opportunities, sourcing development and evaluation process including bid or proposal solicitation completing all aspects of high value, complex RFx processes
    • Work with Legal, and other internal stakeholders to develop custom/complex contracts, identifying costs associated with risks, developing risk mitigation approaches; in particular, where a potential outsource may be involved.
    • As a SME in multiple procurement categories, you will support Management in developing and implementing procurement strategies to achieve corporate targets; you will be accountable to help optimize approx. up to $50M annual category spend.
    • Provides guidance to stakeholders to build strong relationships and advise on best practices in contract management
    • Provide guidance and support to other staff in the strategic procurement area on best practices and optimizing the RFx process
    • Work with internal stakeholders and to identify and execute on continuous cost optimization and reduction, procurement process and performance improvement strategies.
    • Possesses a deep knowledge in the area of analysis as it relates to market assessments, the development of evaluation plans, negotiation strategies and contract risk mitigation.
    •  Review of contracts with a view to negotiate favourable terms and conditions, risk mitigation plan and appropriate pricing mechanisms.
    • Enables Procurement strategic objectives by periodically reviewing and recommending adjustments to client service, processes, systems, and tools.

    Requirements:

     

    • Bachelor of Commerce degree or other degree relevant to procurement
    • Certification as a Supply Chain Management Professional is highly desired.
    • Minimum 7 years demonstrated success in public procurement delivering on revenue and cost efficiency projects, including facilitating and executing on RFx outsourcing projects.
    • Proven ability to lead multiple complex RFx process concurrently on schedule, and deliver predetermined targets for savings, value or other quantifiable contractual outcomes.
    • Expert communications skills through demonstrated success in telling the story, both written and verbal, to influence strategic priorities at a senior level.
    • An independent self-starter and expert at solving complex issues with internal and external key stakeholders.
    • Proven ability to work independently with little supervision
    • Demonstrated experience in contract management transition planning for benefits realization in the operationalization of contracts; drafting future state processes and operating models.
    • Demonstrated leadership in supplier solicitation, qualification, strategy development, planning, implementation, evaluation and negotiation, performance management and leads cross functional teams.
    • Expert negotiator, with the ability to develop complex negotiation strategies and conduct negotiations.
    • Demonstrated leadership ability and project management skills to manage cross-functional stakeholders and deliver on multiple priorities able to prioritize work.
    • Expert collaborator to assist in aligning the vision and culture across the organization and with the external market.
    • Customer and client driven: Continuously works to align the RCM customer experience strategy with the category management processes.
    • Experience implementing or working with source to contract systems or other technology enablers relevant to procurement is an asset.
    • Bilingualism is an asset.
