Program Manager, Operational Risk Management

    Reporting to the Director, Enterprise Risk Management, the Program Manager, Operational Risk Management will require a close working relationship with business partner areas (first line of defense) and collaboration with other key corporate governance and control functions (i.e. Internal Audit, BCP, Legal/Compliance, etc.). The incumbent will champion the risk management function and enhance ERM frameworks, policies, processes and surrounding infrastructure for implementation.
    The program manager will promote best practices and have the unique opportunity to:

    • Engage with multiple lines of business across the organization
    • Participate in a high-exposure initiatives

     

    Essential Duties and Responsibilities:

    • Support the first line of defense to implements processes, procedures and tools for the identification, assessment, measurement, management, monitoring and communication of risks and opportunities within the business units.
    • In collaboration with the Director, ERM, enable the alignment of efforts and the existence of a collaborative working environment with cross-functional corporate oversight functions such as Business Continuity Management, Finance with focus on Internal Control Certification (ICC) Program, Regulatory Compliance, Quality Assurance and others.
    • Perform operational risk identification and assessments (including operational risk and control workshops) and ensure that there is an effective monitoring methodology and escalation process in place.
    • Develop operational key risk indicators (KRIs), operational risk event reporting, setting quantitative and qualitative risk threshold limits and conducting scenario analysis, trends spotting and KRI benchmarking
    • Contributes and provides subject matter expert support in the design, development, implementation and evolution of other ERM components including but not limited to: third party risk management and fraud risk management.
    • Build collaborative and productive working relationships across the organization to establish, maintain, and continuously improve operational risk management capabilities, and promote risk awareness, and intelligent risk taking.
    • Research and report on ERM best practices, implementing and integrating them at RCM.
    • Provide risk management support to key initiatives and projects.
    • Support the compliance to RCM's Corporate Risk Management Policy.

     

    Requirements:

    • University degree in business or related area
    • Professional accounting designation and/or advance university degree (e.g. MBA) is an asset
    • Minimum of 7 years experience with Enterprise Risk Management including COSO and ISO31000 ERM frameworks and methodologies
    • Bilingual (English and French) is an asset
    • Proven ability to negotiate, influence and persuade others to facilitate change management
    • Strong writing skills
    • Proficient in Word, Excel, PowerPoint, MS Project
    • Proven program management, organization, conceptual, intuitive, problem solving and multi-tasking skills and abilities
    • Strong and broad financial and non-financial analytical skills
    • Proven ability to deal with sensitive and/or confidential information
    • Proven ability to prepare and deliver presentations and training to a diverse group of stakeholders
